Israeli General Shares Expertise in Thwarting Terrorism
At the invitation of the Anti-Defamation League (ADL), Brigadier General Amichai Shai of the Israel National Police, an expert on suicide terrorism, has been conducting special trainings for hundreds of law enforcement agents throughout the United States during the past week.
Warning that terrorist suicide bombings could happen here, Shai is emphasizing to American police the importance of information-sharing and inter-agency cooperation.
Speaking of his experience in Israel, Shai said, "We know if we want to prevent a terrorist attack, we have to work very close, and we do it. Share the information and work together, and you can succeed in this kind of war."
General Shai is commander of the Sharon district, the area north of Tel Aviv that in recent years has been a frequent target for terrorists. He is responsible for all police operations in his sector, and must coordinate with military activity and provide accurate and timely intelligence on his sector to the Israeli security community.
On Friday, January 23, General Shai delivered a 3-hour briefing to nearly 500 federal, state, and local law enforcement agents from across the Southeast. Held on the campus of Auburn University Montgomery, the training was co-sponsored by ADL, the Alabama Department of Homeland Security, and the United States Attorney's Office. Officers from Alabama, Florida, Georgia, Tennessee, Mississippi, and Missouri were in attendance.
U.S. Attorney Leura Canary of Montgomery said law enforcement here can learn much from Israel about cooperation to combat terror.
"That's what they do in Israel," she said.
"General Shai made an outstanding presentation. It was really an "eye-opening" view of the threats that the Israeli people face on a daily basis," said James Moran, an Intelligence Operations Officer for the United States Penitentiary in Atlanta. "Each of us walked away with something we will remember for years to come."
Previously, General Shai traveled to Colorado to speak with the Denver-FBI Joint Terrorism Task Force and more than 60 intelligence officers from various law enforcement agencies along the Front Range. While in Colorado, General Shai also met with personnel from U.S. Northern Command, the military organization responsible for homeland defense of the United States.
"Wherever we went, law enforcement responded to General Shai with an eagerness and urgency to learn about the Israeli police's experiences and best practices so that they could improve their intelligence in preventing terrorist attacks," said Evan Zuckerman, ADL Mountain States Associate Regional Director. "The level of professionalism on the part of our law enforcement agencies and sense of responsibility for our public safety reflected in these briefings with General Shai can not be overstated."

U.S. Police Chiefs on ADL Mission to Israel
Senior law enforcement personnel from across America recently traveled to Israel with ADL. They met with their Israeli counterparts and learned how to better predict, prevent and respond to terrorism.
The Terrorism Committee of the International Association of Chiefs of Police (IACP), comprising sixteen police chiefs and FBI terrorism task force representatives, participated in the trip, which is sponsored by the Anti-Defamation League. They were accompanied by ADL Director of Security Robert Martin and ADL Washington D.C. Regional Director David Friedman.
While in Israel, the group met with the Commander of the Special Forces division of the Israeli National Police, the Head of Research in Military Intelligence, and the Deputy Director General of the Ministry of Foreign Affairs. They also held talks with the Commanders of the Bomb Disposal division and Drug Squad, and discussed how to recruit the public in counter-terrorism efforts with the Commander of Community Policing.

ISRAEL ORDERS MOSSAD TO MURDER AMERICANS IN THE USA
Israel is embarking upon a more aggressive approach to the 'war on
terror' that will include staging targeted killings [murders] in the
United States and other friendly countries, former Israeli
intelligence officials told United Press International [UPI].
Israeli Prime Minister Ariel Sharon has forbidden the practice until
now, these sources said, speaking on condition of anonymity.
The Israeli statements were confirmed by more than a half dozen
former and currently serving U.S. foreign policy and intelligence
officials in interviews with United Press International.
But an official at the Israeli Embassy in Washington told UPI: "That
is rubbish. It is completely untrue. Israel and the United States
have such a close and co-operative intelligence relationship,
especially in the field of counter-terrorism, that the assertion is
ludicrous."

With the appointment of Meir Dagan, the new Director of Israel's
Mossad secret intelligence service, Sharon is preparing "a huge
budget" increase for the spy agency as part of "a tougher stance in
fighting global jihad [or war against all evils]," one Israeli official said.
Since Sharon became Israeli Prime Minister, Tel Aviv has mainly
limited its practice of targeted killings [murders] to the West Bank
and Gaza because "no one wanted such operations on their territory,"
a former Israeli intelligence official said.
Another former Israeli government official said that under
Sharon, "diplomatic constraints have prevented the Mossad from
carrying out 'preventive operations' (targeted killings [murders]) on
the soil of friendly countries until now."
He said Sharon is "reversing that policy, even if it risks
complications to Israel's bilateral relations."
A former Israeli military intelligence source agreed: "What Sharon
wants is a much more extensive and tough approach to global
terrorism, and this includes greater operational maneuverability."
Does this mean assassinations on the soil of allies?
"It does," he said.
"Mossad is definitely being beefed up," a U.S. government official
said of the Israeli agency's budget increase. He declined to comment
on the Tel Aviv's geographic expansion of targeted killings [murders].
An FBI spokesman also declined to comment, saying: "This is a policy
matter. We only enforce federal laws."
A congressional staff member with deep knowledge of intelligence
matters said: "I don't know on what basis we would be able to protest
Israel's actions." He referred to the recent killing of Qaed Salim
Sinan al Harethi, a top Al-Qaida leader, in Yemen by a remotely
controlled CIA drone.
"That was done on the soil of a friendly ally," the staffer said.
But the complications posed by Israel's new policy are real.
"Israel does not have a good record at doing this sort of thing,"
said former CIA counter-terrorism official Larry Johnson.
He cited the 1997 fiasco where two Mossad agents were captured after
they tried to assassinate Khaled Mashaal, a Hamas political leader,
by injecting him with poison.
According to Johnson, the attempt, made in Amman, Jordan, caused a
political crisis in Israeli-Jordan relations. In addition, because
the Israeli agents carried Canadian passports, Canada withdrew its
Ambassador in protest, he said. Jordan is one of two Arab nations to
recognize Israel. The other is Egypt.
At the time, Israeli Prime Minister Binyamin Netanyahu said: "I have
no intention of stopping the activities of this government against
terror," according to a CNN report.
Former CIA officials say Israel was forced to free jailed Hamas
founder Sheikh Ahmad Yassin and 70 other Jordanian and Palestinian
prisoner being held in Israeli jails to secure the release of the two
would-be Mossad assassins.

Phil Stoddard, former Director of the Middle East Institute, cited a
botched plot to kill Ali Hassan Salemeh, the mastermind of the 1972
Munich Olympics massacre. The 1974 attempt severely embarrassed
Mossad when the Israeli hit team mistakenly assassinated a Moroccan
waiter in Lillehammer, Norway.
Salemeh, later a CIA asset, was killed in Beirut, Lebanon, in 1976 by
a car bomb placed by an Israeli assassination team, former U.S.
intelligence officials said.
"Israel knew Salemeh was providing us with preventive intelligence on
the Palestinians and his being killed pi**ed off a lot of people,"
said a former senior CIA official.
But some Israeli operations have been successful.
Gerald Bull, an Ontario-born U.S. citizen and designer of the Iraqi
supergun -- a massive artillery system capable of launching
satellites into orbit, and of delivering nuclear chemical or
biological payloads from Baghdad to Israel -- was killed in Belgium
in March 1990. The killing is still unsolved, but former CIA
officials said a Mossad hit team is the most likely suspect.
Bull worked on the supergun design -- codenamed Project Babylon --
for 10 years, and helped the Iraqis develop many smaller artillery
systems. He was found with five bullets in his head outside his
Brussels apartment.
Israeli hit teams, which consist of units or squadrons of the Kidon,
a sub-unit for Mossad's highly secret Metsada department, would stage
the operations, former Israeli intelligence sources said. Kidon is a
Hebrew word meaning "bayonet," one former Israeli intelligence source
said.
This Israeli government source explained that in the past Israel has
not staged targeted killings [murders] in friendly countries
because "no one wanted such operations on their territory."
This has become irrelevant, he said.
Dagan, the new hard-driving Director of Mossad, will implement the
new changes, former Israeli government officials said.
Dagan, nicknamed "the gun," was Sharon's adviser on counter-terrorism
during the government of Netanyahu in 1996, former Israeli government
officials say. A former military man, Dagan has also undertaken
extremely sensitive diplomatic missions for several of Israel's prime
ministers, former Israeli government sources said.
Former Israel Defense Forces Lt. Col. Gal Luft, who served under
Dagan, described him as an "extremely creative individual -- creative
to the point of recklessness."
A former CIA official who knows Dagan said the new Mossad Director
knows "his foreign affairs inside and out," and has a "real killer
instinct."
Dagan is also "an intelligence natural" who has "a superb analyst not
afraid to act on gut instinct," the former CIA official said.
Dagan has already removed Mossad officials whom he regards as "being
too conservative or too cautious" and is building up "a constituency
of senior people of the same mentality," one former long-time Israeli
operative said.
Dagan is also urging that Mossad operatives rely less on secret
sources and rely more on open information that is so plentifully
provided on the Internet and newspapers.
"It's a cultural thing," one former Israeli intelligence operative
explained. "Mossad in the past has put its emphasis on Humint (human
intelligence) and secret operations and has neglected the whole field
of open media, which has become extremely important."

A killing war between Israel's Mossad and Islamic fanatics came closer this weekend in Britain.
The Israeli intelligence agency has sent four members of its kidon assassination squad to this country, to join fifteen other handpicked katsas, its relentless field agents.
Their brief is to "disable" any of the "close to 50" British Muslims that the extremist Islamic group, Al-Muhajiroun, last week boasted were ready to carry out suicide missions similar to the one in Tel Aviv.
Al-Muhajiroun spokesman, Asif Butt, said the 50 were "primed and ready to go".
The threat was sufficient for Mossad to send its own termination squad to head off any further threat to Israel or to synagogues and other Jewish institutions in this country.
"In Mossad-speak 'disable' means taking them out permanently", said an MI5 source grimly. "We know from past experience that the kidon can make murder look like an accident. It is their speciality".
Two of the kidon are women. They have been trained to be ready to sleep with someone to obtain vital information.
Former Mossad chief Meir Amit said that "sex is a woman's weapon. Pillow talk is not a problem for her. But it takes a special kind of courage - to sleep with the enemy".
Mossad often operates outside the law of this country - or any country.
In the past, it has killed terrorists in the streets of Paris, Frankfurt and other European cities. In turn, it has lost over 100 agents in the past 50 years. Their memorial is a monument shaped like a human brain in a suburb of Tel Aviv.
In Britain, they are banned from using guns or explosives. But they are equipped with long and short-blade knives and piano wire to strangle. They are also trained in the art of melting into a hostile community.
Some of the team have spent time undercover in Arab capitals. They speak all the languages of the Middle East - and can pass as Islamic extremists to get close to the fanatics they have come to hunt down in Britain.
Israel has openly made it clear it fears Britain has become a haven for extremist preachers and their network of organisations dedicated to sowing hatred. They cite how terrorists have been able to hire expensive lawyers to fight extradition.
For years Khalid Fawwaz, wanted in the US for his alleged role in the bombing of the American embassy in Kenya, has used the courts in Britain for the past four years to avoid extradition. The expense of his fight has cost the taxpayer £428,000.
Israel accepts that the majority of this country's 1.8 Muslims are law abiding. But it says that since the attacks on the World Trade Centre and Pentagon, there has been an increase in extremists entering Britain under the guise of asylum seekers.
The attack by two British suicide bombers in Tel Aviv has led to Mossad being ordered to "carry the war to our enemies", said a senior Israeli intelligence source.
The Mossad team in Britain know their actions are sanctioned by their government.
Rafi Eitan, a former director of operations, said: "we are like the official hangman or the doctor on Death Row who administers the lethal injection. We are simply fulfilling a sentence sanctioned by the prime minister of the day".
Since he has come to office, it is known that Israel's Prime Minister, Ariel Sharon, has "sanctioned" a number of assassinations of terrorists who could not be brought before Israeli courts.
Victor Ostrovsky, a former member of the assassination team said that kidon always use a weapon appropriate to the situation. "Strangulation if the target is to be killed at night. Sometimes an aerosol or a syringe in the jugular to deliver a fast-acting nerve agent that kills and leaves no trace".
The decision to send in the Mossad came after urgent discussions between Ariel Sharon and Downing Street last weekend. Later, Mossad's new hardman chief, Meir Dagan, called Eliza Manningham-Buller, head of MI5, and told her that his men would co-operate closely with her agents.
Next day, katsas from Mossad headquarters in Brussels had flown into Heathrow. Twenty-four hours later, the four-man kidon had arrived on an El Al flight from Israel. Supporting them are Mossad yahalomin - specialists at bugging phones and buildings.
Their targets include a Leicester-based charity, Interpal. It has been accused of fund-raising for Hamas and is currently under investigation by the Charity Commissioners. Interpal insists its fund-raising is "purely humanitarian".
Although the Home Office has officially banned 20 terror groups, Mossad believes many are still operating behind Islamic front organisations.
The deployment of such a massive Mossad team is the first time it has operated in such numbers in this country since 1987.
That year, Prime Minister Margaret Thatcher ordered their operations to be shut down after a "honey pot" operation to kidnap Mordechai Vananu, the whistleblower who revealed secrets about Israel's nuclear arsenal. He fled to London.
Mossad traced him and a woman agent enticed Vananu - on the promise of sex - to go with her to Rome. A Mossad team was waiting there to drug and spirit Vananu back to Israel. He is still serving a life sentence.
Now, united in common cause, Mossad and MI5 are burrowing deep into the closed world of Islamic fundamentalism in this country.
Former operations chief Rafi Eitan, who has worked secretly in Britain said: "there has always been a love-hate relationship with British intelligence. But after the suicide bomber attack last week, that is over".
Nevertheless, the Mossad team will virtually operate on its own rules.
"The one rule which overrides all others is: kill or be killed. That is why the kidon are here. They can make an assassination look like the perfect accident", said an Israeli intelligence source.

· Mossad. Israel's prime intelligence service. Formally known as Mossad le Aliyah Beth. Employs some 1,500 full-time staff. Less than 100 are field agents. But has an estimated one million informers within the Jewish Diaspora.[Sayanim]
· Kidon. Mossad's state-backed assassination team. Based in the Negev Desert. Current strength said to be 48, six of them women. All are in their late twenties and superbly fit. Usually work in teams of four.
Their successes….
· Dr Gerald Bull. Canadian scientist and then the world's greatest expert of ballistics. Offered his services to Saddam Hussein. On March 22, 1990, a kidon team assassinated Bull in the doorway of his Brussels apartment. Mossad's Department of Psychological Warfare planted the story that Bull had been murdered Iraqi agents because he reneged on his deal with Saddam.
· Faithi Shkaki. Head of Islamic Jihad in 1995. Returning from Libya, a kidon unit were waiting for him in Malta. As he went shopping for presents for his wife and children back in Damascus, kidon struck. Shkaki was shot six times in the head as he emerged from a shop with his wrapped gifts. The kidon escaped undetected.
· Ali Hassan Salameh. Known as "The Red Prince". The man behind the Munich massacre of the Israeli athletes in 1972. Hid for years in West Beirut until the day a kidon team, one a woman, placed a car bomb on his route to work. He was blown to bits.
…. and failures.
· Yasser Arafat. On six separate occasions, Mossad tried to assassinate the PLO leader in Lebanon and Tunisia. Each time Arafat escaped at the last moment. There was a suspicion in Mossad that a mole had leaked their plans. But it was never proven.
· Khalid Meshel. Fanatical Hamas leader. Lived near King Hussein's palace in Amman, Jordan. Father of seven children. In September, 1997, a kidon team tried to inject him on a street with a new lethal nerve agent. They failed. The uproar led to an international outcry. The kidon returned to Israel but were transferred to border patrol work.
